Definitely a tough one. I remember one of my son's little league coaches who was abusive to his own son during practice and games. It was heartbreaking to watch but we all felt helpless to intervene in a way that would help. The mother was always there and sat quietly in the stands. You make some really good points and thinking about the victim makes it hard to know what to do.
